SPRING Singapore Call-For-Collaboration on self-checkout & cash management

Spring Singapore is conducting a Call-For-Collaboration (CFC) on a self-checkout and cash management solution for the retail sector.

All documents should reach SPRING Singapore before the submission deadline on 3 March 2017. In the event of an overwhelming response, SPRING Singapore reserves the right to close the CFC on an earlier date.

Objective

  • SPRING Singapore is conducting a Call-For-Collaboration (CFC) on a self-checkout and cash management solution for the retail sector.
  • As part of SPRING Singapore’s efforts to increase productivity in the retail sector, self-checkout and cash management solutions were identified as manpower-saving technologies that could automate front of house cashiering activities and control cash office procedures, at both retail storefront and back office. It simplifies and automates all cash office activities and minimises manual input and paperwork, and allows for self-service at point-of-sales. These solutions will improve overall accuracy, efficiency and security, whilst reducing costs.
  • Appointed solutions providers are required to identify retailers and work with them to diagnose, implement and maintain an effective self-checkout and cash management solution.
  • The appointment will be for 12 months from 1 April 2017 to 31 March 2018.

Project Deliverables

  • The proposed cash management and self-checkout solution (both inclusive) shall deliver the following:
  1. A front-end system that allows self-service at point-of-sales and accepts both cash and cashless payment.
  2. An end-to-end system that can automate both storefront and back office cash-handling processes relating to float issuance and cash reconciliation.
  3. Ability to integrate effectively with retailers’ point-of-sales systems.
  4. Productivity improvement by at least 20%.
  5. Increased efficiency of retailers’ cash-in-transit processes and cashiering process.
  6. Flexibility in application to retailers of varying trades, sizes and formats.
  7. User-friendly and intuitive interface.
  8. After-sales service, maintenance and readily-available upgrading services.
  • Appointed solution providers are required to diagnose, implement and maintain an effective cash management and self-checkout solution. Their services must also include training for business owners and employees to educate retailers on the usage of the solution.
  • For companies that do not have point-of-sales systems, the appointed solution provider must be able to implement a point-of-sales system for these companies by providing their own product offerings or partners’.
  • Upon appointment, selected solution provider(s) have 12 months (1st April 2017 to 31st March 2018) to gather all SMEs to embark on a self-checkout and cash management project. These companies should not have adopted a similar cash management and self-checkout solution before. Approved projects will be eligible for up to 70% funding support for qualifying development and adoption costs for up to 3 outlets.

Submission Process

  • The proposal submitted shall be in accordance to the items found in the attached Annex and shall provide as much details as possible. All assumptions used shall be clearly stated in the proposal.
  • Solution providers are to submit both hard and soft copies of complete proposals and any other supplementary documents, together with a copy of the company’s ACRA (not more than 6 months old) and latest audited financial statements.

All documents should reach SPRING Singapore before the submission deadline on 3 Mar 2017.
